Ciara F. Koba is a partner in the Pittsburgh office of Gordon & Rees and is a member of the Medicare Compliance Group. Ms. Koba is an attorney and registered nurse with significant general and surgical nursing experience and she brings a unique understanding of the healthcare industry to the resolution of Medicare issues. She focuses her practice on Medicare Secondary Payer Compliance issues that arise in the resolution of workers’ compensation, longshore, Jones Act, Federal Employers Liability Act and general liability claims and she has been instrumental in settling tens of thousands of cases nationwide involving Medicare issues. Laura Clifford, Founder and President of the Employer Fraud Task Force. The Employers’ Fraud Task Force is a California based organization, Chaired by The Walt Disney Company, committed to combating workers compensation fraud, waste and abuse. The task force was founded in 1998, when visionary industry leaders from some of the Nation’s most prominent employers came together with concerned law enforcement officials. Together they worked to identify the many participants in workers’ compensation fraud, waste and abuse, and deliver anti-fraud tools, solutions and resources to the industry. The task force also serves as a general resource and communication forum for the industry, and facilitates education and communication among concerned parties such as employers, law enforcement, legislators, insurers and consumer groups.
Injured Workers' Information and Assistance
The DWC Information and Assistance Unit provides information and assistance to employees, employers, labor unions, insurance carriers, physicians, attorneys and other interested parties concerning rights, benefits and obligations under California's workers' compensation laws. The unit plays a major role in reducing litigation before the Workers' Compensation Appeals Board (WCAB) and is often the first DWC contact for injured workers.
